Seriously, honestly, Could be site-side, sure, but I wouldn’t bet the farm on it either. Google’s been doing its usual weird little dance lately and half the time GSC looks “fine” until it isn’t. If pages just stalled, I’d still check what changed on the site first, but I wouldn’t completely dismiss an update either.
