Technically, realistically, yeah, I’m seeing that too. It’s not even a clean delay anymore, just random limbo. The annoying part is the crawl happens, then nothing. So the usual “make sure it’s discoverable” spiel doesn’t really explain much when Google clearly saw it and still does nothing with it.
